Die Überlegungen für die vorliegende Arbeit entstanden aufgrund der Feststellung, dass politische Steuerung wegen der operativen Geschlossenheit des Funktionssystems Politik nicht möglich sei. Lediglich über den schmalen “Kanal“ der strukturellen Kopplung, können sich operativ geschlossenen Systeme irritieren. Diese Arbeit verfolgt das Ziel, diesen theoretischen Sachverhalt mit Hilfe empirischen Beispiels zu untersuchen. Konkret wird daher im folgenden ausgearbeitet, inwiefern eine politische Entscheidung für eine inflammation im Funktionssystem Wirtschaft sorgte. Dafür ist es aber notwendig, dass systemtheoretische Vokabular für die Lösung der Fragestellung in Kapitel eins und zwei schrittweise zu erarbeiten, wobei so vorgegangen wird, dass die Begriffe aufeinander aufbauen.
In Kapitel eins wird auf die Eigenschaften sozialer Systeme eingegangen und aufgezeigt, wie sich soziale Systeme operativ schließen, aber auch gleichzeitig gegenüber Irritationen aus der Umwelt offen sind. Sie sind strukturell mit andern Systemen gekoppelt. Das zweite Kapitel erweitert dieses Vokabular dahingehend, dass dieser Sachverhalt auch für die Funktionssysteme der Gesellschaft zutrifft. Zusätzlich wird die Operationsweise des politischen und wirtschaftlichen Teilsystems erläutert, da sich die Fragestellung auf zwei Funktionssysteme und ihre strukturelle Kopplung bezieht. Die US-Zentralbank, das Federal Reserve method (FED) nimmt eine besondere Stellung bei der strukturellen Kopplung von beiden Funktionssystemen ein und der FED wird deswegen der letzte Abschnitt des zweiten Kapitels gewidmet. Im dritten Kapitel wird kurz auf die Aufgaben der FED und das empirische Fallbeispiel eingegangen, welches für die inflammation im Wirtschaftssystem sorgte. Das vierte und für die Arbeit wichtigste Kapitel wendet schließlich den erarbeiteten theoretischen Sachverhalt auf das empirische Fallbeispiel an. Da die vorliegende Arbeit einen empirischen Sachverhalt aus der systemtheoretischer Perspektive untersucht, kann auf die Wirtschaftswissenschaftlichen Hintergründe nicht im aspect eingegangen werden.
